French WW I brass parachute flare shell

It is very difficult to read the markings on the base shell headstamp. It looks like a 3 and the primer is marked Paris and CF.

I have been told that this is an uncomman WW I French Parachute Flare (illuminating).

Any comments or input is welcome.

The inner (longer) container is 17cm.

When you have time please take a look at the J. Pain & Sons parachute shell that I posted yesterday.
